I would have that 4" line going up Route 100. That map looks more like wishful thinking than any sort of actual forecasting. There is absolutely no way my area of northwestern Berks sees 4". For an idea of where I'm at, think about the center of the northwest line of the county to get an idea, or about halfway between the PA-61/I-78 and PA-143/I-78 interchanges if that helps better.
