I hope this is the right place to ask this question, but what has prompted the change to the Hazardous Weather Outlook messages to be a standard redirect to 'https://www.weather.gov/phi/ehwo' as opposed to one or two sentences about the upcoming weather?

For me personally - I found the one or two sentences about 'snow expected' or 'heavy rain expected' to be more informational than trying to decipher it from the page it now directs to. Obviously this may be different for different people, but a better understanding of how the NWS works is always appreciated.

I don’t know. Something like this is done on a National level. Apologize for just seeing this yesterday.
