Can't argue with that Ray..... but I do know from 15 years of my obs while growing up in NE Philly..... it is quite different from PHL - the airport never radiates as well as locations like I was even within the city limits

Can't disagree with that entirely either... but just saying, its certainly relevant to the 1.5 million within PHL city limits and probably a decent number just outside of the city boundaries.  As far as within the city limits, I checked the averages at PNE, PHL and The Franklin Institute... PHL is right in between PNE and FI.  So, while certainly there are places in the city which are colder, there are also warmer areas, so as a city-wide average, PHL Airport is probably just fine.
