It did have that one Cat 3 run earlier in the week.

The actual track of Nate would have been pretty much a worst case scenario storm surge for New Orleans if it was a Cat 3 or higher, wouldn't it? Judging from the position of the storm as it approached the coast, it looked like the fetch would have been ideal for piling water into Chandeleur Sound.

I don't personally know where the worst location east of the city is, but this was the surge from only a Cat 1:
